I think most of them were made prior to the DLC when the level was capped at 30, so they might not be compatible with the raised cap. Personally I found 50 to be sufficient. You can max out everything but like 2 or 3 skills with 50, without a whole lot of skill books. Two things, I tested it after I got Project Nevada, and before i got OneHud, and it still wasn't there, and Onehud settings are accessed in MCM, so it wouldn't make sense for it to disable MCM. Edit:I've also deleted one hud and it still wont work.
